Microsoft 365 GCC High Migration for Defense Contractors

What GCC High is, when your data actually requires it, and a migration process run by an MSP that operates its own CUI enclave.

A GCC High migration is rarely about wanting a new tenant — it is about contracts: ITAR clauses, CUI-Specified data, DFARS 252.204-7012 flow-downs, and primes asking where your collaboration actually happens. CLOUD2E designs, migrates, and then operates Microsoft 365 GCC High environments for defense contractors — the same architecture our own CMMC Level 2 certified enclave runs on.

What is GCC High?

Microsoft 365 GCC High is the U.S. government cloud Microsoft operates inside Azure Government: the familiar Microsoft 365 workloads — Exchange, SharePoint, Teams, OneDrive — delivered from U.S. datacenters, operated by screened U.S. persons, and positioned by Microsoft to support DFARS 252.204-7012 obligations and export-controlled data (Microsoft Learn: GCC High and DoD service description). For a defense contractor, the plain-English version: it is the Microsoft 365 your CUI can defensibly live in.

GCC vs GCC High vs Commercial

The three environments are often blurred together in sales conversations, and the differences are exactly where compliance programs succeed or fail. GCC (Government Community Cloud) runs in commercial Azure with U.S. data residency; GCC High runs in Azure Government with U.S.-persons operations (Microsoft Learn: GCC service description). The table below is the decision in one view — verify any row against Microsoft’s own documentation, not anyone’s marketing, including ours.

When you actually need GCC High

  • ITAR or EAR export-controlled technical data in email, files, or Teams — U.S.-persons handling makes GCC High the environment built for the job.
  • CUI-Specified categories and NOFORN-style handling caveats that commercial clouds cannot contractually honor.
  • DFARS 252.204-7012 paragraphs (c)–(g) flow-down expectations from primes — incident reporting and forensic support commitments Microsoft positions GCC High to meet (Microsoft Learn).
  • A CMMC Level 2 enclave strategy where the collaboration layer must sit inside the boundary — the architecture covered in our CMMC enclave guide.
And when you do not: plenty of contractors with basic CUI and no export-control exposure defensibly stay commercial with the right controls. We put the answer in writing against your contracts — a GCC High migration you did not need is the most expensive kind.

Our GCC High migration process

  • 1. Eligibility validation — GCC High is a restricted offer; we run Microsoft’s validation and the licensing path with you before any design work.
  • 2. Tenant design — identity architecture, Entra ID, Conditional Access as the enclave moat, Intune device enrollment and STIG-aligned hardening baselines.
  • 3. Boundary design — what goes in, what stays out, and how the enclave boundary holds, per the asset categories of Level 2 scoping.
  • 4. Data migration — mail, files, Teams, and the metadata that keeps work usable; staged, verified, and rehearsed.
  • 5. Cutover and hardening — DNS, mail flow, conditional-access enforcement, logging to the SIEM, and the evidence capture your assessor will want.
  • 6. Operation — we run the environment after migration as part of managed IT and CMMC compliance consulting, so the tenant stays assessment-ready, not just launched.

Azure GCC High and Azure Government

The same decision extends past Microsoft 365: line-of-business workloads, GOTS applications, and infrastructure for defense programs belong in Azure Government when the data profile demands it. We design and operate both sides — the collaboration tenant and the cloud infrastructure behind it — so the boundary is one architecture, not two vendors’ assumptions.

Where the CMMC Tracker fits

Our CMMC Tracker — the system of record for registries, assessments, POA&M, and evidence — deploys into your own GCC High tenant, not ours. Your compliance data gets the same residency and handling guarantees as your CUI, and your assessor sees a program that lives where the data lives. It is included at no cost for compliance clients.

Licensing, plainly

  • GCC High is a restricted offer: Microsoft validates eligibility before licenses can be purchased.
  • Seats carry a premium over commercial Microsoft 365 — a licensing fact to budget for, not a provider markup. Current pricing comes from Microsoft and its licensing partners; we quote it transparently during scoping.
  • Right-sizing matters: often only the enclave population needs GCC High seats, with the rest of the company staying commercial — scoping the split is part of the engagement.
